The League Constitution

LEAGUE OF CHAMPIONS CONSTITUTION

  1. Membership
    1. Permanent Membership
      1. Becoming a permanent member: A manager will become a permanent member of the League of Champions if and only if eight or more members of the league vote in favor of permanent membership for that particular manager.
      2. Removal: A permanent member shall be removed from the league if and only if ten or more members of the league vote to remove that manager from the league.
      3. Elections: Elections for permanent membership shall be held for any non-permanent members at least two weeks before the draft each year.
    1. Non-Permanent Membership
      1. Definition: A non-permanent member is
        1. Any manager who fails to receive the requisite eight votes for permanent membership after that year’s election cycle
        2. Any new manager
      2. Removal: A non-permanent member shall be removed from the league if and only if eight or more managers of the league vote to remove that manager.
    1. Votes for removal: Any manager may nominate another manager for a vote for removal. If another manager seconds the nomination, the league will vote on the removal of the subject manager.
    2. New membership: Should a spot in the league open, the commissioner shall organize an anonymous election for the new member.
  1. Commissioner
    1. Responsibilities: Each year the commissioner shall:
      1. Publish a packet
      2. Publish at least two “State of the League” addresses
      3. Organize an end of the year awards banquet
      4. Administer the yahoo commissioner account as appropriate to fulfill this constitution and league legislation
      5. Supervise the board of directors
      6. Ensure that non-monetary prizes will be given out for first and last place
    1. Terms and Elections:
      1. Term: each term for commissioner shall last two years
      2. After the first year of the commissioner’s term, the league will have a simple “yes / no” vote to confirm that the commissioner may complete his term.
      3. Elections
        1. At the end of the commissioner’s term, any member may declare her candidacy for commissioner.
        2. A debate featuring all candidates shall be held at the Tally Ho side room.
        3. An anonymous online election will determine the next commissioner.
    1. Removal:  
      1. At any time league counsel* may investigate the potential of a for cause removal of the commissioner.
        1. For cause” means breaking any constitutional or statutory provision, or acting in gross violation of the spirit of league rules (e.g. Oglegate)
      2. If it is in the interests of justice, the league counsel* will present an objective report as to the facts surrounding the incident.
      3. Upon the presentation of such a report, the league will vote on the removal of the commissioner. If seven or more managers vote for removal, the commissioner will be removed and replaced by an interim commissioner.
  1. Legislative Process
    1. All non-constitutional changes to the league shall occur via legislation (e.g. rule changes)
    2. Any manager may propose legislation. Upon a written proposal, and an opportunity for debate, all league members will have an opportunity to vote on the proposal. Voting on a proposal shall last over a period of 48 hours. If a majority of voting managers vote in favor of a proposal, it passes.
      1. The commissioner may veto any proposal.
      2. The league managers may over-ride a veto with a vote that receives 8 managers.
    1. Executive orders: the commissioner may, by executive order, create legislation.
    2. Challenges to legislation and other acts shall be brought before the board of directors
      1. Any manager may challenge legislation by petitioning the board to hear her case
      2. If the board accepts the petition, it will hear the case and decide as it sees fit.
    1. Votes to legislation will be made public so that voting records can be maintained.
  1. Board of Directors
    1. Permanent members:
      1. League Counsel*
        1. *Note that the league counsel is not an attorney and does not have any expertise regarding real laws. He is, however, an authority on the League Constitution and other League rules.
      2. President of the Player’s Union
      3. Chief Financial Officer
      4. Head of Draft Affairs
      5. Commissioner Emeritus
    1. Membership on the board: Should a board member retire, the commissioner will appoint a new member.
    2. Retreat: the board of directors will have an annual retreat
  1. Draft
    1. The Head of Draft Affairs will oversee a bidding process as he sees fit every year.
    2. The draft location and date will be chosen by March 1 of each year.
  1. Amendments
    1. The constitution may be amended at any time that eight members vote for an amendment.
